“At that time, declares the Lord, I will be the God of all the clans of Israel, and they shall be my people.”
2 Thus says the Lord:
“The people who survived the sword
found grace in the wilderness;
when Israel sought for rest,
3 the Lord appeared to him from far away.
I have loved you with an everlasting love;
therefore I have continued my faithfulness to you.
4 Again I will build you, and you shall be built,
O virgin Israel!
Again you shall adorn yourself with tambourines
and shall go forth in the dance of the merrymakers.
5 Again you shall plant vineyards
on the mountains of Samaria;
the planters shall plant
and shall enjoy the fruit.
6 For there shall be a day when watchmen will call
in the hill country of Ephraim:
‘Arise, and let us go up to Zion,
to the Lord our God.’”
7 For thus says the Lord:
“Sing aloud with gladness for Jacob,
and raise shouts for the chief of the nations;
proclaim, give praise, and say,
‘O Lord, save your people,
the remnant of Israel.’
8 Behold, I will bring them from the north country
and gather them from the farthest parts of the earth,
among them the blind and the lame,
the pregnant woman and she who is in labor, together;
a great company, they shall return here.
9 With weeping they shall come,
and with pleas for mercy I will lead them back,
I will make them walk by brooks of water,
in a straight path in which they shall not stumble,
for I am a father to Israel,
and Ephraim is my firstborn.
10 “Hear the word of the Lord, O nations,
and declare it in the coastlands far away;
say, ‘He who scattered Israel will gather him,
and will keep him as a shepherd keeps his flock.’
11 For the Lord has ransomed Jacob
and has redeemed him from hands too strong for him.
12 They shall come and sing aloud on the height of Zion,
and they shall be radiant over the goodness of the Lord,
over the grain, the wine, and the oil,
and over the young of the flock and the herd;
their life shall be like a watered garden,
and they shall languish no more.
13 Then shall the young women rejoice in the dance,
and the young men and the old shall be merry.
I will turn their mourning into joy;
I will comfort them, and give them gladness for sorrow.
14 I will feast the soul of the priests with abundance,
and my people shall be satisfied with my goodness,
declares the Lord.”
15 Thus says the Lord:
“A voice is heard in Ramah,
lamentation and bitter weeping.
Rachel is weeping for her children;
she refuses to be comforted for her children,
because they are no more.”
16 Thus says the Lord:
“Keep your voice from weeping,
and your eyes from tears,
for there is a reward for your work,
declares the Lord,
and they shall come back from the land of the enemy.
17 There is hope for your future,
declares the Lord,
and your children shall come back to their own country.
18 I have heard Ephraim grieving,
‘You have disciplined me, and I was disciplined,
like an untrained calf;
bring me back that I may be restored,
for you are the Lord my God.
19 For after I had turned away, I relented,
and after I was instructed, I struck my thigh;
I was ashamed, and I was confounded,
because I bore the disgrace of my youth.’
20 Is Ephraim my dear son?
Is he my darling child?
For as often as I speak against him,
I do remember him still.
Therefore my heart yearns for him;
I will surely have mercy on him,
declares the Lord.
21 “Set up road markers for yourself;
make yourself guideposts;
consider well the highway,
the road by which you went.
Return, O virgin Israel,
return to these your cities.
22 How long will you waver,
O faithless daughter?
For the Lord has created a new thing on the earth:
a woman encircles a man.”
23 Thus says the Lord of hosts, the God of Israel: “Once more they shall use these words in the land of Judah and in its cities, when I restore their fortunes:
“‘The Lord bless you, O habitation of righteousness,
O holy hill!’
24 And Judah and all its cities shall dwell there together, and the farmers and those who wander with their flocks. 25 For I will satisfy the weary soul, and every languishing soul I will replenish.”
26 At this I awoke and looked, and my sleep was pleasant to me.
27 “Behold, the days are coming, declares the Lord, when I will sow the house of Israel and the house of Judah with the seed of man and the seed of beast. 28 And it shall come to pass that as I have watched over them to pluck up and break down, to overthrow, destroy, and bring harm, so I will watch over them to build and to plant, declares the Lord. 29 In those days they shall no longer say:
“‘The fathers have eaten sour grapes,
and the children's teeth are set on edge.’
30 But everyone shall die for his own iniquity. Each man who eats sour grapes, his teeth shall be set on edge.
The New Covenant
31 “Behold, the days are coming, declares the Lord, when I will make a new covenant with the house of Israel and the house of Judah, 32 not like the covenant that I made with their fathers on the day when I took them by the hand to bring them out of the land of Egypt, my covenant that they broke, though I was their husband, declares the Lord. 33 For this is the covenant that I will make with the house of Israel after those days, declares the Lord: I will put my law within them, and I will write it on their hearts. And I will be their God, and they shall be my people. 34 And no longer shall each one teach his neighbor and each his brother, saying, ‘Know the Lord,’ for they shall all know me, from the least of them to the greatest, declares the Lord. For I will forgive their iniquity, and I will remember their sin no more.”
35 Thus says the Lord,
who gives the sun for light by day
and the fixed order of the moon and the stars for light by night,
who stirs up the sea so that its waves roar—
the Lord of hosts is his name:
36 “If this fixed order departs
from before me, declares the Lord,
then shall the offspring of Israel cease
from being a nation before me forever.”
37 Thus says the Lord:
“If the heavens above can be measured,
and the foundations of the earth below can be explored,
then I will cast off all the offspring of Israel
for all that they have done,
declares the Lord.”
38 “Behold, the days are coming, declares the Lord, when the city shall be rebuilt for the Lord from the Tower of Hananel to the Corner Gate. 39 And the measuring line shall go out farther, straight to the hill Gareb, and shall then turn to Goah. 40 The whole valley of the dead bodies and the ashes, and all the fields as far as the brook Kidron, to the corner of the Horse Gate toward the east, shall be sacred to the Lord. It shall not be plucked up or overthrown anymore forever.” Jeremiah 31 ESV
Jeremiah 31: 1-30 Mourning To Joy
…26And so all Israel will be saved, as it is written: “The Deliverer will come from Zion; He will remove godlessness from Jacob. 27And this is My covenant with them when I take away their sins.” 28Regarding the gospel, they are enemies on your account; but regarding election, they are loved on account of the patriarchs.… Romans 11: 26-28
1-14. At that time - In the latter days which is where the preceding chapter ended. This is after the time of Jacob's trouble, the end of the Great Tribulation.
The people who survived the sword - Not all who entered the tribulation survived, but all of Israel that do, look back to Christ as in the confession of the changed heart seen in Isaiah 53.
Found grace in the wilderness -
When the dragon saw that he had been hurled to the earth, he pursued the woman who had given birth to the male child. 14 The woman was given the two wings of a great eagle, so that she might fly to the place prepared for her in the wilderness, where she would be taken care of for a time, times and half a time, out of the serpent’s reach. 15 Then from his mouth the serpent spewed water like a river, to overtake the woman and sweep her away with the torrent. 16 But the earth helped the woman by opening its mouth and swallowing the river that the dragon had spewed out of his mouth. 17 Then the dragon was enraged at the woman and went off to wage war against the rest of her offspring—those who keep God’s commands and hold fast their testimony about Jesus. Revelation 12: 13-17
With an everlasting love - From eternity, this was God's design from before time, more than I can hold in my head or measure. None of the promises God made, the unilateral covenant with Abraham, His love toward Israel as a people or nation were ever diminished by their deeds. Even this was accounted for in the first thing He promised, which was Christ; it all goes back to Him. If His promises to Israel were not true, then how would you ever have the audacity to believe or trust in His grace towards you?
This statement was spoken to Israel; but the love it describes is God’s love for every believer. “You must go back beyond your birth, beyond Calvary and Bethlehem, beyond the fall of man and the Garden of Eden, and as you stand looking out into the immensity of eternity, dare to believe that you were loved and chosen in Christ, the object of God’s most tender solicitude and pity.” (Meyer)
I have continued My faithfulness to you - God is faithful, though His chosen are not. Thankfully, He is not like us.
…7“Why then,” they asked, “did Moses order a man to give his wife a certificate of divorce and send her away?” 8Jesus replied, “Moses permitted you to divorce your wives because of your hardness of heart; but it was not this way from the beginning. 9Now I tell you that whoever divorces his wife, except for sexual immorality, and marries another woman, commits adultery.”… Matthew 19: 7-9
O Virgin Israel - How is that possible?
…29For those God foreknew, He also predestined to be conformed to the image of His Son, so that He would be the firstborn among many brothers. 30And those He predestined, He also called; those He called, He also justified; those He justified, He also glorified. 31What then shall we say in response to these things? If God is for us, who can be against us?… Romans 8: 29-31
…6Surely You desire truth in the inmost being; You teach me wisdom in the inmost place. 7Purify me with hyssop, and I will be clean; wash me, and I will be whiter than snow. 8Let me hear joy and gladness; let the bones You have crushed rejoice.… Psalm 51: 6-8

Raise shouts for the chief of the nations - It is through this people, this nation, that the seed of the woman came. They were the oracles, keepers of God's word, and through them He demonstrated His plan for redemption. He has set His heart upon them, so with joy we should rejoice and look for her return.
…2I will make you into a great nation, and I will bless you; I will make your name great, so that you will be a blessing. 3I will bless those who bless you and curse those who curse you; and all the families of the earth will be blessed through you.” 4So Abram departed, as the LORD had directed him, and Lot went with him. A great miracle happened in 1948, when Israel was once again established as a Jewish state in their ancient land. As wonderful and miraculous as that was, it does not yet fulfill the glory of this promise. Israel is now gathered in unbelief; this will only be completely fulfilled when Israel comes to faith in Yahweh and His Messiah. - E W
“I believe in the restoration of the Jews to their own land in the last days. I am a firm believer in the gathering in of the Jews at a future time. Before Jesus Christ shall come upon this earth again, the Jews shall be permitted to go; to their beloved Palestine.” (Charles Spurgeon, in an 1855 sermon)
15-26. Rachel is weeping for her children - Rachel was the mother of Joseph and Benjamin, the favorite wife of Jacob. Benjamin became a prominent tribe from whence came Saul, the first king, and then a greater Saul, who became the Apostle Paul. Joseph became two tribes, Ephraim and Manasseh, and often when the Bible makes reference to Ephraim it is encompassing the 10 northern tribes, of which he was preeminent. One of the gospel writers draws upon this imagery here when Herod was killing Israel's young boys in order to put out that Light which was Messiah.
16When Herod saw that he had been outwitted by the Magi, he was filled with rage. Sending orders, he put to death all the boys in Bethlehem and its vicinity who were two years old and under, according to the time he had learned from the Magi. 17Then what was spoken through the prophet Jeremiah was fulfilled: 18“A voice is heard in Ramah, weeping and great mourning, Rachel weeping for her children, and refusing to be comforted, because they are no more.”… Matthew 2: 16-18
I was ashamed and I was confounded - The cry of the penitent and the wonderful work of the Spirit, chastening has a grand reward, producing an abundant crop.
…36But as I stated, you have seen Me and still you do not believe. 37Everyone the Father gives Me will come to Me, and the one who comes to Me I will never drive away. 38For I have come down from heaven, not to do My own will, but to do the will of Him who sent Me.… John 6: 36-38
…16For You do not delight in sacrifice, or I would bring it; You take no pleasure in burnt offerings. 17The sacrifices of God are a broken spirit; a broken and a contrite heart, O God, You will not despise. 18In Your good pleasure, cause Zion to prosper; build up the walls of Jerusalem.… Psalm 51: 16-18
I do remember him still - God has spoken against his sin, but He still remembers Ephraim, and will call them from all over the world. He will have mercy, and certainly in the picture of Israel we can see that it is not of him who wills or runs, but of God, Who shows mercy.
A woman encircles a man - This is a truly difficult line, and I have scratched my head, looked at different commentators, and I am still not concrete on this one, but here was one interesting take and then a verse that may give a picture in that line. The way will be made safe.
“I think it likely that the Jews in their present distressed circumstances are represented under the similitude of a weak defenseless femalehbqnnekebah; and the Chaldeans under that of a fierce strong man, rbggaber, who had prevailed over and oppressed this weak woman. But, notwithstanding the disparity between them, God would cause the woman-the weak defenseless Jews, to compass-to overcome, the strong man-the powerful Babylonians. And this the prophet says would be a new thing in the land; for in such a case the lame would take the prey.” (Clarke)
6Now the king and his men marched to Jerusalem against the Jebusites who inhabited the land. The Jebusites said to David: “You will never get in here. Even the blind and lame can repel you.” For they thought, “David cannot get in here.” 7Nevertheless, David captured the fortress of Zion (that is, the City of David). 8On that day he said, “Whoever attacks the Jebusites must use the water shaft to reach the lame and blind who are despised by David.” That is why it is said, “The blind and the lame will never enter the palace.”… 2 Samuel 5: 6-8
And my sleep was pleasant to me - Jeremiah has had to prophesy much doom and gloom to a people with very hard hearts, a people who mocked and called it the "burden of the Lord." What a joy to be able to speak of reconciliation, from restlessness to needed rest.
The fathers have eaten sour grapes - The sins of our parents are visited upon us, yet could they say this and also that they themselves had not sinned? Like the next line states, "But everyone shall die for his own iniquity."
“The proverb quoted here occurs also in Ezekiel 18:2. It seems that the feeling was widespread that the nation was being punished for the sins of past generations and that Yahweh was unjust.” (Thompson)

1Then the word of the LORD came to me, saying, 2“What do you people mean by quoting this proverb about the land of Israel: ‘The fathers have eaten sour grapes, and the teeth of the children are set on edge’? 3As surely as I live, declares the Lord GOD, you will no longer quote this proverb in Israel.… Ezekiel 18: 1-3
