The word of the Lord came to me: 2 “Son of man, prophesy against the shepherds of Israel; prophesy, and say to them, even to the shepherds, Thus says the Lord God: Ah, shepherds of Israel who have been feeding yourselves! Should not shepherds feed the sheep? 3 You eat the fat, you clothe yourselves with the wool, you slaughter the fat ones, but you do not feed the sheep. 4 The weak you have not strengthened, the sick you have not healed, the injured you have not bound up, the strayed you have not brought back, the lost you have not sought, and with force and harshness you have ruled them. 5 So they were scattered, because there was no shepherd, and they became food for all the wild beasts. My sheep were scattered; 6 they wandered over all the mountains and on every high hill. My sheep were scattered over all the face of the earth, with none to search or seek for them.
7 “Therefore, you shepherds, hear the word of the Lord: 8 As I live, declares the Lord God, surely because my sheep have become a prey, and my sheep have become food for all the wild beasts, since there was no shepherd, and because my shepherds have not searched for my sheep, but the shepherds have fed themselves, and have not fed my sheep, 9 therefore, you shepherds, hear the word of the Lord: 10 Thus says the Lord God, Behold, I am against the shepherds, and I will require my sheep at their hand and put a stop to their feeding the sheep. No longer shall the shepherds feed themselves. I will rescue my sheep from their mouths, that they may not be food for them.
The Lord God Will Seek Them Out
11 “For thus says the Lord God: Behold, I, I myself will search for my sheep and will seek them out. 12 As a shepherd seeks out his flock when he is among his sheep that have been scattered, so will I seek out my sheep, and I will rescue them from all places where they have been scattered on a day of clouds and thick darkness. 13 And I will bring them out from the peoples and gather them from the countries, and will bring them into their own land. And I will feed them on the mountains of Israel, by the ravines, and in all the inhabited places of the country. 14 I will feed them with good pasture, and on the mountain heights of Israel shall be their grazing land. There they shall lie down in good grazing land, and on rich pasture they shall feed on the mountains of Israel. 15 I myself will be the shepherd of my sheep, and I myself will make them lie down, declares the Lord God. 16 I will seek the lost, and I will bring back the strayed, and I will bind up the injured, and I will strengthen the weak, and the fat and the strong I will destroy. I will feed them in justice.
17 “As for you, my flock, thus says the Lord God: Behold, I judge between sheep and sheep, between rams and male goats. 18 Is it not enough for you to feed on the good pasture, that you must tread down with your feet the rest of your pasture; and to drink of clear water, that you must muddy the rest of the water with your feet? 19 And must my sheep eat what you have trodden with your feet, and drink what you have muddied with your feet?
20 “Therefore, thus says the Lord God to them: Behold, I, I myself will judge between the fat sheep and the lean sheep. 21 Because you push with side and shoulder, and thrust at all the weak with your horns, till you have scattered them abroad, 22 I will rescue my flock; they shall no longer be a prey. And I will judge between sheep and sheep. 23 And I will set up over them one shepherd, my servant David, and he shall feed them: he shall feed them and be their shepherd. 24 And I, the Lord, will be their God, and my servant David shall be prince among them. I am the Lord; I have spoken.
The Lord's Covenant of Peace
25 “I will make with them a covenant of peace and banish wild beasts from the land, so that they may dwell securely in the wilderness and sleep in the woods. 26 And I will make them and the places all around my hill a blessing, and I will send down the showers in their season; they shall be showers of blessing. 27 And the trees of the field shall yield their fruit, and the earth shall yield its increase, and they shall be secure in their land. And they shall know that I am the Lord, when I break the bars of their yoke, and deliver them from the hand of those who enslaved them. 28 They shall no more be a prey to the nations, nor shall the beasts of the land devour them. They shall dwell securely, and none shall make them afraid. 29 And I will provide for them renowned plantations so that they shall no more be consumed with hunger in the land, and no longer suffer the reproach of the nations. 30 And they shall know that I am the Lord their God with them, and that they, the house of Israel, are my people, declares the Lord God. 31 And you are my sheep, human sheep of my pasture, and I am your God, declares the Lord God.” Ezekiel 34 ESV
Ezekiel 34: 1-10
The Lord is my shepherd; I shall not want.

1-6 Prophesy against the shepherds of Israel - The shepherds of Israel are their leaders, kings, princes, governors, priests and elders. Now many like to have titles, privileges that they associate with positions, and what they perceive as power, but God has a certain expectation upon these positions, for which these shepherds are being rebuked. The title should have invoked a sense of responsibility, so much so that a man changed before he took it, or that he declined for lack of ability or maturity, but when do the immature ever do that? I have met many natural leaders, as far as the sense of raw material goes, inquisitive, sharp, knowledgeable, ready to get their hands dirty, eager to charge ahead, and not afraid to speak up. They have to be trained though, have to learn patience, self control, have to know when they are just overbearing, and they need to understand and hold to the notion that all the greatest attributes of a leader and that for which they will be judged by the real Shepherd for, all have to do with character. They need to have a much higher expectation for themselves than their sheep. It is a very important position, and anarchy has never worked, there will always be leaders and a need for good leaders.
And that which he says is, Woe to the shepherds of Israel! Though they are shepherds, and shepherds of Israel, yet he must not spare them, must not flatter them. Note, If men's dignity and power do not, as they ought, keep them from sin, they will not serve to exempt them from reproof, to excuse their repentance, or to secure them from the judgments of God if they do not repent. - Matthew Henry

Who have been feeding yourselves - It is interesting to watch in so many nations, that this becomes a pivot, that government does not do right by it's people. Men start to live as though their title is an entitlement, a reason and power to take what someone else has earned. They no longer want to listen, are easily angered by those who question their motives or mode, and in many an instance some of these very men and women got their current position by pointing out these issues and abuses in the previous administration. Many of them like to talk, but they are ear ticklers, more interested in how what they are saying goes over than whether it is actually honest, possible, logical. They look to their own interest, that they have the best of everything, and if they need more money because they are bad stewards, then they beat it out of the people, raise their taxes, and put them at odds with one another.
They made sure of the fleece, and clothed themselves with the wool, getting into their hands as much as they could of the estates of their subjects, yea, and killed those that were well fed, that what they had might be fed upon, as Naboth was put to death for his vineyard. Note, There is a woe to those who are in public trusts, but consult only their own private interest, and are more inquisitive about the benefice than about the office, what money is to be got than what good to be done. Now a man of God came to Eli and said to him, “This is what the Lord says: ‘Did I not clearly reveal myself to your ancestor’s family when they were in Egypt under Pharaoh? 28 I chose your ancestor out of all the tribes of Israel to be my priest, to go up to my altar, to burn incense, and to wear an ephod in my presence. I also gave your ancestor’s family all the food offerings presented by the Israelites. 29 Why do you scorn my sacrifice and offering that I prescribed for my dwelling? Why do you honor your sons more than me by fattening yourselves on the choice parts of every offering made by my people Israel?’
30 “Therefore the Lord, the God of Israel, declares: ‘I promised that members of your family would minister before me forever.’ But now the Lord declares: ‘Far be it from me! Those who honor me I will honor, but those who despise me will be disdained. 31 The time is coming when I will cut short your strength and the strength of your priestly house, so that no one in it will reach old age, 32 and you will see distress in my dwelling. Although good will be done to Israel, no one in your family line will ever reach old age. 33 Every one of you that I do not cut off from serving at my altar I will spare only to destroy your sight and sap your strength, and all your descendants will die in the prime of life.
34 “‘And what happens to your two sons, Hophni and Phinehas, will be a sign to you—they will both die on the same day. 35 I will raise up for myself a faithful priest, who will do according to what is in my heart and mind. I will firmly establish his priestly house, and they will minister before my anointed one always. 36 Then everyone left in your family line will come and bow down before him for a piece of silver and a loaf of bread and plead, “Appoint me to some priestly office so I can have food to eat.”’” 1 Samuel 2: 27-36
Should not the shepherds feed the sheep - I think that is part of the job description, sheep are followers, and they come to trust the shepherd. He is suppose to have an understanding of the weather, of the seasons, of predators along the way, and guide them to where there is good pasture so they can graze. They should not be important to him only collectively but also individually. These shepherds are not the owners of the sheep, but rather the Creator is, and so the expectation is high. "But you do not feed the sheep", this is the charge, they have been found wanting in their duty. This applies more than to just civil government, but also to the priests back then, and now, in this church age it applies to pastors, elders and deacons. Jesus was the greatest shepherd and teacher of shepherds, he could take fishermen, which in our time is another name for boisterous liars, and he could be both firm and gentle, teaching them how to lead. Was it not 3 times that Peter denied Christ? Yet, was it also not 3 times after that, that our Lord asked Simon Peter, "do you love me", and 3 times that He told him, "then feed my sheep". That is your job, don't be over people that you can't see the image of God in, that you don't pray for, that you don't love. It is not about you, it is about being obedient to God whether civil or church, it all belongs to God. Even the greatest kings had to answer for their treatment of His flock.
Nathan said to David, “You are the man! Thus says the Lord, the God of Israel, ‘I anointed you king over Israel, and I delivered you out of the hand of Saul. 8 And I gave you your master's house and your master's wives into your arms and gave you the house of Israel and of Judah. And if this were too little, I would add to you as much more. 9 Why have you despised the word of the Lord, to do what is evil in his sight? You have struck down Uriah the Hittite with the sword and have taken his wife to be your wife and have killed him with the sword of the Ammonites. 10 Now therefore the sword shall never depart from your house, because you have despised me and have taken the wife of Uriah the Hittite to be your wife.’ 11 Thus says the Lord, ‘Behold, I will raise up evil against you out of your own house. And I will take your wives before your eyes and give them to your neighbor, and he shall lie with your wives in the sight of this sun. 12 For you did it secretly, but I will do this thing before all Israel and before the sun.’” 13 David said to Nathan, “I have sinned against the Lord.” And Nathan said to David, “The Lord also has put away your sin; you shall not die. 14 Nevertheless, because by this deed you have utterly scorned the Lord, the child who is born to you shall die.” 15 Then Nathan went to his house. 2 Samuel 12: 7-15

…14“Return, O faithless children,” declares the LORD, “for I am your master, and I will take you—one from a city and two from a family—and bring you to Zion. 15Then I will give you shepherds after My own heart, who will feed you with knowledge and understanding.” 16“In those days, when you multiply and increase in the land,” declares the LORD, “they will no longer discuss the ark of the covenant of the LORD. It will never come to mind, and no one will remember it or miss it, nor will another one be made.… Jeremiah 3: 14-16
The strayed you have not brought back - He tends for another, so he expects that he will have to give account for each. If a sheep, which in this case is his fellow man, strays away, then the shepherd will secure the other sheep and go to look for the one that is lost.
… 12What do you think? If a man has a hundred sheep and one of them goes astray, will he not leave the ninety-nine on the hills and go out to search for the one that is lost? 13And if he finds it, truly I tell you, he rejoices more over that one sheep than over the ninety-nine that did not go astray.… Matthew 18: 12-13
14In the same way, your Father in heaven is not willing that any of these little ones should perish. 15 If your brother sins against you, go and confront him privately. I am against the shepherds - They liked having the charge of the flock for the wrong reasons, for money, power, fame and influence. They had so much changed the approach to God that they were really accepting worship to themselves and stealing from the table of infants. It was their job and great privilege to feed and serve another's sheep, but all they did was take. They were not true shepherds, not the teachers they needed to be, not regarding the word, but rather popularity and politics.
…2Be shepherds of God’s flock that is among you, watching over them not out of compulsion, but because it is God’s will; not out of greed, but out of eagerness; 3not lording it over those entrusted to you, but being examples to the flock. 4And when the Chief Shepherd appears, you will receive the crown of glory that will never fade away.… 1 Peter 5: 2-4
