After this David defeated the Philistines and subdued them, and David took Metheg-ammah out of the hand of the Philistines.
2 And he defeated Moab and he measured them with a line, making them lie down on the ground. Two lines he measured to be put to death, and one full line to be spared. And the Moabites became servants to David and brought tribute.
3 David also defeated Hadadezer the son of Rehob, king of Zobah, as he went to restore his power at the river Euphrates. 4 And David took from him 1,700 horsemen, and 20,000 foot soldiers. And David hamstrung all the chariot horses but left enough for 100 chariots. 5 And when the Syrians of Damascus came to help Hadadezer king of Zobah, David struck down 22,000 men of the Syrians. 6 Then David put garrisons in Aram of Damascus, and the Syrians became servants to David and brought tribute. And the Lord gave victory to David wherever he went.7 And David took the shields of gold that were carried by the servants of Hadadezer and brought them to Jerusalem. 8 And from Betah and from Berothai, cities of Hadadezer, King David took very much bronze.
9 When Toi king of Hamath heard that David had defeated the whole army of Hadadezer, 10 Toi sent his son Joram to King David, to ask about his health and to bless him because he had fought against Hadadezer and defeated him, for Hadadezer had often been at war with Toi. And Joram brought with him articles of silver, of gold, and of bronze. 11 These also King David dedicated to the Lord, together with the silver and gold that he dedicated from all the nations he subdued, 12 from Edom, Moab, the Ammonites, the Philistines, Amalek, and from the spoil of Hadadezer the son of Rehob, king of Zobah.
13 And David made a name for himself when he returned from striking down 18,000 Edomites in the Valley of Salt. 14 Then he put garrisons in Edom; throughout all Edom he put garrisons, and all the Edomites became David's servants. And the Lord gave victory to David wherever he went.

15 So David reigned over all Israel. And David administered justice and equity to all his people. 16 Joab the son of Zeruiah was over the army, and Jehoshaphat the son of Ahilud was recorder, 17 and Zadok the son of Ahitub and Ahimelech the son of Abiathar were priests, and Seraiah was secretary, 18 and Benaiah the son of Jehoiada was over[a] the Cherethites and the Pelethites, and David's sons were priests. 2 Samuel 8 ESV
David carries on to finish the work that the Judges had started, Samson being a strength to the people, Jonathan a battle cry, and now David goes from giant slayer to leading the people against the ungodly. Israel is now a united force against her adversaries, she has a great shepherd to lead her. This enables them by God's purpose to take the stronghold or "bridle" city of Metheg-ammah.
He also comes against the Moabites, who were despised of the Lord for enticing and following after Balaam. Balaam prophesied this day though he would have rather spoke kindly to the king that would pay him. The scepter has now risen, the star has come up from Jacob, and he is crushing Moab as in Numbers 24:17. He measures out Moab in a line, 2/3 of the people are destroyed and a 1/3 is allowed to live, to pay tribute to Israel. Remember also, the most famous of Moab is Ruth and she is a mother to the present rule in Israel, much like Saul remembered Jabesh-gilead as a mother to Benjamin. The Lord has promised, in his covenant with Abraham, that through his seed all the nations of the earth would be blessed. He sets aside a remnant.
Some trust in chariots and some in horses, but David did not find need for so many. It is quite an impressive front, a strong looking line at the battle, but in times of both war and peace, a huge drain upon the population. We will remember the Name of the Lord our God. Be careful what you gather in times of plenty, that it does not eat you into want, and that you can maintain it in times of drought.
David also makes a friend of his enemy's enemy. He comes to bring tribute to David in thankfulness for the removal of him who he feared. We should also come quickly to Christ, for His defeat of death and sin on the cross. It is better to come in gratitude, most peacefully, realizing that He has conquered where we could only struggle, that He has overcome where we could only succumb. 1 Corinthians 15:55-57 states it well.
O death, where is thy sting? O grave, where is thy victory?
56 The sting of death is sin; and the strength of sin is the law.
57 But thanks be to God, which giveth us the victory through our Lord Jesus Christ.
David dedicates the precious metals to God so that his son can one day use them in the building of the temple. Never has Israel seen a time like this, and when David subdues Edom, truly the older bows to the younger in Jacob. Lord, surely there is none like You, no one to make such a plan over and through the ages, their is no word like unto Thy Word. Balaam, a false prophet could see David a far off, You made it so he could not speak against your people that he had to bless them to Moab. He had to resort to other means to cause them to fall from within, and you chastened them in this, they would become slaves to their sin, but you called them out of it. We could not design thus, and we would always work to our own demise. You have withstood the proud, and You still show grace to the humble. Let me be humble, I lift up the Name that is above every name, Jesus, the Christ, Holy is the Lamb that was slain, Who takes away the sins of the world.
