15 Now as I looked at the living creatures, I saw a wheel on the earth beside the living creatures, one for each of the four of them. 16 As for the appearance of the wheels and their construction: their appearance was like the gleaming of beryl. And the four had the same likeness, their appearance and construction being as it were a wheel within a wheel. 17 When they went, they went in any of their four directions without turning as they went. 18 And their rims were tall and awesome, and the rims of all four were full of eyes all around. 19 And when the living creatures went, the wheels went beside them; and when the living creatures rose from the earth, the wheels rose. 20 Wherever the spirit wanted to go, they went, and the wheels rose along with them, for the spirit of the living creatures was in the wheels. 21 When those went, these went; and when those stood, these stood; and when those rose from the earth, the wheels rose along with them, for the spirit of the living creatures was in the wheels.
22 Over the heads of the living creatures there was the likeness of an expanse, shining like awe-inspiring crystal, spread out above their heads. 23 And under the expanse their wings were stretched out straight, one toward another. And each creature had two wings covering its body. 24 And when they went, I heard the sound of their wings like the sound of many waters, like the sound of the Almighty, a sound of tumult like the sound of an army. When they stood still, they let down their wings. 25 And there came a voice from above the expanse over their heads. When they stood still, they let down their wings.
26 And above the expanse over their heads there was the likeness of a throne, in appearance like sapphire; and seated above the likeness of a throne was a likeness with a human appearance. 27 And upward from what had the appearance of his waist I saw as it were gleaming metal, like the appearance of fire enclosed all around. And downward from what had the appearance of his waist I saw as it were the appearance of fire, and there was brightness around him. 28 Like the appearance of the bow that is in the cloud on the day of rain, so was the appearance of the brightness all around.

…17the weight of the pure gold for the forks, sprinkling bowls, and pitchers; the weight of each gold dish; the weight of each silver bowl; 18the weight of the refined gold for the altar of incense; and the plans for the chariot of the gold cherubim that spread their wings and overshadowed the ark of the covenant of the LORD. 19“All this,” said David, “all the details of this plan, the LORD has made clear to me in writing by His hand upon me.”… 1 Chronicles 28: 17-19
I saw a wheel on the earth - Angels are God's agents, and here we see that God does use them to govern in the affairs of men, yet look at 1 Chron. 28:18, and Whose throne is it in this chapter that resides over their heads? We have learned from reading Jeremiah that God uses even human agents like Nebuchadnezzar, and so everything falls under His sovereignty and can be viewed in providence, nothing is a knee jerk reaction by God. His government is without end.

Now, Belteshazzar, tell me the interpretation, because none of the wise men of my kingdom can interpret it for me. But you are able, because the spirit of the holy gods is in you.”… Daniel 4: 16-18

The gleaming of beryl - Some writers describe this in range from emerald to a green-blue, like sea green.
Their appearance and their work are said to be like the colour of a beryl (v. 16), the colour of Tarshish (so the word is), that is, of the sea; the beryl is of that colour, sea-green; blue Neptune we call it. The nature of things in this world is like that of the sea, which is in a continual flux and yet there is a constant coherence and succession of its parts. There is a chain of events which is always drawing one way or other. The sea ebbs and flows, so does Providence in its disposals, but always in the stated appointed times and measures. The sea looks blue, as the air does, because of the shortness and feebleness of our sight, which can see but a little way of either; to that colour therefore are the appearance and work of Providence fitly compared, because we cannot find out that which God does from the beginning to the end, Eccl. 3:11. We see but parts of his ways (Job 26:14), and all beyond looks blue, which gives us to understand no more concerning it but that in truth we know it not; it is far above out of our sight. - BLB Matthew Henry
A wheel within a wheel - JMac notes in the JMSB that "This depicted the gigantic energy of the complicated revolutions of God's massive judgment machinery bringing about His purposes with unerring certainty."
Without turning as they went - All God's judgments are pure and good. These passages become more beautiful the more we consider and apply. Look at the glory of such majesty, Spurgeon put it well, "the sovereignty of God is the pillow upon which I lay my head."

Were full of eyes all around - His angels are not ill informed and so their movements are without error because He guides all of this with His mighty hand, His Spirit. John sees a similar vision where the many eyes are on the living creatures themselves.
“The wheels symbolize the omnipresence of God, while the eyes on their rims suggest the omniscience of God, seeing and knowing everything.” (Wiersbe)
5From the throne came flashes of lightning, and rumblings, and peals of thunder. Before the throne burned seven torches of fire. These are the seven Spirits of God. 6And before the throne was something like a sea of glass, as clear as crystal. In the center, around the throne, were four living creatures, covered with eyes in front and back. 7The first living creature was like a lion, the second like a calf, the third had a face like a man, and the fourth was like an eagle in flight.… Revelation 4: 5-7
The spirit of the living creatures was in the wheels - As was told in heaven so it was done on earth.
In thirteen months the cherubim and this heavenly chariot will return to remove the glory of the Lord from the temple and Jerusalem (Ezekiel 9-10). Yet, graciously, God also gave Ezekiel a vision of the return of God’s glory to the temple, along with these cherubim and the heavenly chariot (Ezekiel 43:1-5). - E Word
